I've gotten to 10 wins in RA on team with a Zealous Benediction E/Mo. And, really, I don't see how that alone makes the build horrible.
Pre-nerf Blinding Surge also really wouldn't be too bad on an Assassin either.

both are ok but....best for burst sins ive found [skill]Blades of steel[/skill] works best as the finishing strike. BoS counts itself in its bonus, and with Spider,twist,and Lotus recharging it gives you the full Bonus ( about + 60 per strike ) which is far superior damage wise and will almost always kill your target. Ox is nice for the knockdown, and lotus is nice for the area effect, but making sure your target is dead is a much better bonus. Most people in random cant react fast enough for the ox to matter as much, and Ive found the combo with ox constantly leaves them needing a few extra smacks before they finally die.
And if your in HoH....definatly bring this. Your ox wont mean jack to a decent infuser.

Okay, I know RA has some wretched Monks, but at least half of them aren't THAT bad. They will prot or heal themselves somehow.
Horns of the Ox is important for interrupting other critical things (hexes, spirits, heal sig, etc.) too. It helps you stay alive as well as kill better. I've soloed Warriors when I've been at like 10% health simply because they were on the ground for 2 seconds and I did my damage before they could do their's.
I don't know what I'd do without it. Horns of the Ox is my baby.

Horns of the ox becomes even more interesting with moebius strike and another dual strike, all but Blades of steel are ok depending on what effect you want to induce with the second dual attack.

I play a terrible bad healing build in RA. It is so wretched that it actually causes RA battles to last much longer than average because it is only a mediocre healer. It uses junk skills, but on the upside they take no skill to use. It is an awful healing build, worse than even the worst cookiecutter monks. If there were a parallel to wammos in healers, this build would be it. It is suprising I farm any faction with it, not to mention get GPs! I guess after using such a terrible healing build though, that when I finally start playing a good healing build, I will be really good. ^^
Here is a screenshot so you can recognize it. Be sure to point and laugh when you see one. Of course, kill it last, as it is a purely imcompetent by fate of design. The one upside to this build is that it generally isn't attacked because people just immediately recognize it for the terrible healer it is.
I've actually got a few runs with it past the 15 mark, but I either didn't cap them or they didn't say flawless, which just looks cool to a wammo-esque healer like me. I even got a couple flawless with only me and one other guy, but forgot to cap those trophy shots. I only have two equip switch outs because I keep forgetting to unlock the inscrips I need. I guess anything really can happen in RA when a junk healer can do that!

[skill]Blades of steel[/skill] is also a much better choice if you wanna go HoH. Any half brained monk will notice that there are sins on your team and will stay nearby something.
But in RA, you can still get away with Bos instead of steal. The trisk is to use Shadow prison as if it was an interrupt. A monk may be able to heal himself if he isnt doing anything, but what if you prison in the second the monk uses something like Soa or gaurding on an Other ally, Most monks in random are not that good.
Another thing with monks in RA: They ussually are better at healing themselves then others. I rarely have problems killing a target other then the monk.
Both Ox and Bos is a good choice Imo.

I've actually used Mending really well before, lol.
On a A/Mo with Aura of Displacement I've been able to solo full teams after my whole team dropped because of being able to constantly run away and regen without ever having to stop and cast, thereby keeping me out of casting range after teleporting back from the AoD.
That was awhile ago, though. I don't think it would work as well these days. The players are better and Nightfall degen skills are harsher than was was previously available.
