Wow, that was pretty much exactly what I would have written but better.
This an execellent go at a nuanced problem.

Smoothed out some bits, and tweaked step 7.
Somebody comment on the changed step 7 please? Please?

Looks good, didn't get a chance to read it all over but. Regarding different scenarios you could add a minigame questionnaire "what would you do, given your bar, when xxxxx happens, or is about to happen"? Type questions, As a mini-step or suggestion as a learning tool for people to try in their guild forum.

Yay, good stuff.
You're so going to flunk your PP though, since the quality of the product doesn't matter.
Anyway, aside from that typo (*cough* "runes" in tandem with other players), I would say that it's fine. I'd restate the interest on a team version too. Obviously, good builds don't work in the wrong team, or even the wrong metagame. (ie. the cause of Arty's suffering). A little bit of elaboration on that would help, but it might open up a few more pages, simply because you'll have to describe quite a bit. Heck, as good as this information is, you're assuming the reader is not a complete idiot who doesn't recognize the importance of versatility, at least not to the extent that they should.
Start talking about team synergy. Once you're done with builds, you need to start working on the tactics bit, and relate it back to builds (ie. versatility in splits/countering) Come on, times up, split decisions and all that.
Was that a pun?

This should be stickied! It's one of the best guides I've seen.
I'm looking forward to the Team Building Article you mention.
