The timing is kludgy to make it work with Dev, Crushing, Bash, and Flail...you need to delay the Crushing and not just queue it up, and use Flail just before the Crushing lands. If you queue the Crushing, the Flail would need to be activated a bit after the Crushing Blow lands, which is useless due to adrenaline.

Remember that OP question was more related to why use flail that will cost you one adrenaline from your other skills, instead of Frenzy which will not.
The question is not about the speed , which will cause you to either have to wait for the 3rd skill, or hit them with the 3rd skill as they are getting up.
The way i see it is if you can use flail to get the same effect as frenzy but without the drawback of double damage and you have a cancel stance ( like you would for frenzy) to chase after runners after you have used flail , then why not use it?

not only do you have a cancel stance but the perfect stance to restart your chain, Enraging Charge. easy to chase enemies and get 4 adrenaline on your first hit, combine with TtL and in most cases you have enough adrenaline to begin a new Devastating Hammer chain, if you use Backbreaker you'll need another hit or 2 to start the chain.
with the additional NF skills, not only Enraging Charge there are just so many other options that can be better than the standard Frenzy, which makes it not so standard now...
