dash 3 sec speed boost of 50% every 8 sec
pious haste 5 sec speed boost of 33% every 5 sec

In AB or Ft Aspenwood, Pious would be fine, but I wouldn't run it in any team build since you won't want to strip any enchantments your monks put on you.

Personal preference

Pious haste is faster long-term but takes more energy and has the obvious drawback.

Dash is faster short-term.

I prefer Dash, only take Pious if I want rending touch.

If you think about it, for every 40 seconds, you use pious haste 8 times, for a total of 40 x 33% faster = 1320% faster, and dash you use 5 times, for 15 x 50% faster = 750% faster. This means that you'd be 5-6 seconds faster every 40 seconds when using pious haste, but at the cost of a lot more energy. In addition, pious haste has a really nasty drawback that screws over your monks. Conclusion? Dash > Pious haste unless you're going for pure speed.

Narrowing a warrior's choices to dash and pious haste is outright dumb IMHO. So much depends on what that warrior intends to do. What about rush, enraging charge, etc?

But, if all you're seeking is a frenzy cancel, the team build has to be considered. Obviously, with an aegis chain or tainted flesh, pious haste is not a good idea. However, having a speed buff constantly on hand is pretty tasty. So, if the bar and the teambuild can afford it, I see no reason to dismiss pious haste. (It works especially nice with flail)

Pious haste is more energy efficient than dash. If used once every 8 seconds the pious haste guy is still moving faster on average.

Yes, but dash allows you to close distances against opponents that pre-kite you well or have speed boosts of their own (aside from dash of course). This is especially valuable when you want to close that distance to get in a knockdown using bull's strike or a hammer knockdown to put the elusive opponent on their butt for 3 seconds.

Dash is good for quick burst movement, like surprising the enemy by shooting past them on a flagger push. Pious haste is preferable for general beating on kiting targets, unless you have a large amount of KDs for the situation Divineshadows mentioned.

you run pious haste so you can remove that pesky prot sprit a monk put on you, then go immediately into frenzy again.
