Might have something to do with how insanely hard it is to start GvGing from scratch. I expect alot of new guys like myself have given up trying, with the insane learning curve and lack of anything substantial to help find people to play with without spending a lifetime building up a list of friends who may/may not be able to help you out.
Without new people coming in, it's bound to get stale at some point for you guys who've been playing since launch.
regarding the balance, gw > wow all day long :P

I think it's the new skills that Anet added that created the Build Wars that causes top guilds to rage quit because their "perfect" builds are not perfect any longer... add to that the fact that since nightfall versatility in this game has risen tremendously so now you cant have a super build like you used to... gimmicky builds crush vs a good balanced however many balanced builds are also fragile nowadays...

So you compare a 6 month old ladder with the current one and you are surprised you see some new names? Guilds come and guilds go, I don't see why we need a topic about that. Even more with gimmick builds. 6 months ago we had FS and Deer, now we got wM and PvE. eF, QQ, EW, Cow and iQ are still more or less around and playing at times. MH, tag and dV replaced guilds like Te and other American guilds. Europe is doing even better with guilds like vD, sM, iPod, pV and Cry. Japan has PAL high on the ladder, although I have no idea how good they actually are.
The only guilds that I really miss are Evil and WM. Rift and KGYU were most of all known for running their 'gimmicks'. Although it is not fair to compare them with FS and Deer, the result is more or less the same. For all other guilds you named I can pick a similar guild on the current ladder and we both won't have a way to say which is better.
I'm not saying GW doesn't have problems. It has many problems, most of all the lack of a decent and fast way to get into serious gvg. Not that we can really blame Anet for that, since most guilds just outside the top 100 have some strange requirements to join, making it only harder for themselves. And if we ever get some kind of guild-search, that won't solve the problem at all. In a way the HvH-ladder is a step in the right direction. HvH is everything GvG isn't. It is fast, easy to play decent, easy to learn and easy to get into. That is why I think a TA-ladder/tournament will be a lot more fun then the AT's are going to be. In a couple of months we will have as many winners of tournaments as we got Guilds of the Week. And we all know how good some GotW are. Anyway, GW's pvp has problems, but it is far from dead. And a list of guilds that nobody should miss isn't going to make it dead.

I believe the implication is that the old guilds were better than the new ones. But maybe I'm wrong.

It's in human nature to consider that old was better, anyway.
