Pve characters start off with bad weapons and level one, they also can not access the PVP areas to begin with.

I know that PvP start at 20 and get max weapon. Your lv 20 get the same thing. Just need to know other advantages like the template, etc....

Okey. Well there's other threads on it, and I'm sure if you bothered to look in game you could find out yourself.
