those skills zenrgy quoted? all awesome. Shackles, crippling anthem, and bull's charge more so than SoD and PD, but then again, I play midline and have a hard-on for movement control.

I have to seriously disagree with Weapon of Quickening too. The ability to give close to MoRecovery (and with the rounding it's often really close especially for low recharge skills. Like 2s recharge drops to 1s, 5s recharge drops to 3s (same as MoR), 8s recharge drops to 5s...) on 3-4 allies in your team at the same time just can't be considered as useless, it's imo the most powerful caster buff in the game. Even Eles DoTs are really solid skills when you throw WoQ on their back and they can use them regularly.

Skill use is all based upon your imagination and how much you want to put into a skill. If you based an entire gvg build around any of these skills it could be good. If you cant see at least one use in any of these skills then you should probably take a look again. [skill]Wastrel's Collapse[/skill] + [skill]Diversion[/skill] ftw? [skill]Vocal Was Sogolon[/skill] + [skill]"Incoming!"[/skill] ftw? The first would have to be on a sin and then have a mesmer ready to cast Diversion and just time it well. Use that combination on one monk and then spike the other and watch them suffer. Three seconds might not be enough to cover an entire spike but around five seconds should be plenty. Put this on a Rt/P and use it as part of a resto/command support build.

Adding a knockdown to the tail end of Diversion is not worth an elite slot. That's the main problem with Collapse, it's just a knockdown, who cares? Is that worth dropping a /E secondary for GoLE and losing an elite slot for MoR? No.

Wastrel's Collapse is a bad 'win-more' skill. If you're already managing to get an effective shutdown like Diversion to stick for the full 5 seconds, why don't you run some elite that actually does something worthwhile?
I believe the reasons Wastrel's Collapse is so bad are;
*Deadly Paradox
*Knockdown
With Deadly Paradox in the game, you can quickly cycle your (assassin) non-attack skills much faster than you otherwise would be able to, making balancing those skills that much more of a nuisance, as you constantly have to ask yourself, "Would this become broken under Deadly Paradox?"
The knockdown in and of itself seems innocuous, but if it successfully triggers, the effect is cumulative when the recharge of Wastrel's is low enough towards the next trigger.
That is to say, if you're running it under Deadly Paradox, you'll have Wastrel's Collapse recharged before the effect is complete. If it's successful, and you knock down the foe, barring instant-cast skills, that foe is unable to do anything towards the next Collapse, which is cast immediately upon ending. In theory, this means past the first knockdown, the actual time a foe has to do nothing is 3 seconds.
That's not a major improvement, but that's with Wastrel's Collapse being garbage.
Imagine if it were buffed to 3 seconds until the knockdown. After a successful knockdown, the window of skill use becomes 1 second, which is a bit unreasonable in situations where it'd be effective in, likely 'scrub' pvp, while still being largely useless elsewhere.
Wastrel's Collapse, then, suffers from the "jump through hoops to use" syndrome, wherein, it's either never going to be worth the effort to make use of, or it's going to be retardedly broken when the conditions are met.
I think it needs a functionality overhaul.

I don't get it why Crippling Anthem is supposed to be good. I guess it can be useful, but it is way easier to just have water snares, or pious haste/rush/dash/whatever on melee and rather use Expel Hexes or something like that on paragon which produces way better results.
Cruel Spear has a large hoop to jump through, especially considering paragon has no KD, and its damage has been nerfed.
Some of their elites aren't shit when you look at them alone, but suck when compared with other options. For instance Cautery Signet doesn't suck if you look at it alone, but is crap compared to Martyr.

Wastrel Collapse, The Power Is Yours and Stone Sheath maybe are funniest elites added in NF.
I don't even know what the heck is Stone Sheath used for. The Power Is Yours is just too bad to fix, only its name reference is cool.
And how can ANet think a use of Wastrel Collapse ? Some random non-controllable knock down, hoping that target foe is too dumb to get ? Even if assume they fix it to "After 5s, target foe knock down" it is still very bad because it still can't be timed to use.
Using to snare on Frozen Isle ? Good luck timing it 5s before target foe run to ice ( unless that player is dumb enough)
Using to shutdown ? It's like "Hey, we're gonna spike in 5s, pre-protect yourself, blind our melee chars and watch your position"

Although its not the best skill in the world it still has uses, for example Cast Stone Sheath onto a enemy assassin in AB, Fa etc. and not only do u reduce there damage output but u also greatly reduce there energy returns. Also helps counter critical hit related stances like Primal Rage. especially if you are wielding high Earth AL armour etc.

I agree with about everything you said except Weapon of Quickening. This skill isn't close to being bad at all. It's a VERY good elite. It has 1 big weakness and it's the fact that Communing as a whole is garbage. The only other remotely interesting skills are Brutal Weapon, but it doesn't work with Aegis chain which is usually better to have than Brutal, and Vital Weapon which sadly you usually want to cast on the same targets you'd WoQ on so there isn't much point having both. Out of that maybe Pain... The defensive spirits are just useful if you're either a N/Rt or want to go with 14 Spawning which leaves you as a spirit spammer that won't have the energy to use WoQ anyway.
So basically you have to sacrifice some attribute points only for that, and usually a fair amount, which is why you don't really see it often. But the effect is in fact very very powerful and can't actually be replaced by anything else in the game unless your team can work under QZ. Being able to give OTHERS 33% faster recharge on spells is overall really powerful, especially because of the rounding. Basically it's:
2s recharge -> 1s recharge
4s recharge -> 3s recharge
5s recharge -> 3s recharge
7s recharge -> 5s recharge
8s recharge -> 5s recharge
after that it pretty much doesn't round in any way that matter. But 2s to 1s recharge, 5s to 3s and 8s to 5s can sometimes seriously buff some builds. Mind Blasters are especially powerful with WoQ as they get 1s recharge Mind Blast (which can allow greater than EProd energy gain when spammed) and can usually pack powerful AOEs that get a very good drop in recharge. Try a Mind Blaster with Mind Blast, Searing Heat, Teinai's Heat, Mark of Rodgort, Eruption, Deep Freeze and Fire Attune (attrib for Eruption and Deep Freeze don't really matter though usually i raise both to 9 so i can have 75 base AL with Prismatic) and then put WoQ on his back. There is such massive AOE raining on the other team, you can nearly keep Deep Freeze going all the time and you can blind a pack of melee quite often. Without WoQ, the recharge doesn't make the build nearly as efficient. Channeling Rt with WoQ on their back can make for very scary single target nukers too.
WoQ is a really interesting elite, what's holding it back is mostly being in Communing. Imo it's the only elite in the game atm that can make offensive casters viable as pressure char, because the massive drop in recharge of their spells which is often 40-50% at low recharge can make for very interesting builds. It's also quite versatile as you can use it on any caster, so say you're under pressure you can keep it on your LoD Monk so that he can LoD every 3s instead of every 5s, or against a hex heavy team you can use it on your Divert so that he can Divert every 3s (as energy allows ofc).

Hmm I use WoQ pretty effectively, just remember it is not only for your own use. Ive cast it on monks before in tight situations and they went like... WOW TY I needed that.
Oh I think Stone Sheath is used pretty effectively combined with foes that spam Iron Mist. And there are also skills that make you take less damage from Earth attacks, which makes it usefull too.
The Power is Yours... nope... cant find any use for that. Unless someone has a Butterfly Sword for my W/P named Prince Adam and his brave pet Cringer.

I've never found WoC useful on a monk. Monks are limited by energy way more than cast time or recharge, as opposed to mind blasters and most other offensive casters with GoLE.
