I do believe it requires weapon spells to work, you just keep picking up and dropping to relic so another person with a weapon spell can pick it up.Don't take my word for that though, its only what i heard, haven't managed to test it out yet.

Yeah, it's to do with weapon spells, my friend told me about it...
Was it really necessary to cover the picture in black smog though?

Oh well, since it's really pointless and stupid I'll explain:
Person takes a relics, someone puts a weapon spell on him and then he just chooses an EMPTY weapon slot. And there he goes, a fake relic.

I erased all the names because I forget how forum rules on exposing people's names go on this forum and didn't feel like getting in trouble. I'm really not interested in how to do the glitch, I'm just interested in whether or not it really affects gameplay in any other way than people showing a fake relic and messing with people's heads (can they still wield literal weapons at the same time?) and whether or not anet has noticed this...

ANet probably knows about this. It's generally common courtesy not to exploit a bug like this, but there's really nothing you can do about it at this moment.

does the 'fake' relic holder get slowed by the effect of 'holding an item'?

It is a graphical glitch, so there will be no speed reduction.
