well compared to clumsiness its not very good... imo inep = 15s recharge, clumsiness = 8

Clumsiness is really overpowered at the moment so complaining that ineptitude can't compare is dumb. Inept/clumsiness either need to be killed in pvp or balanced so that they take skill to use i.e make their duration something like 1-2 seconds and then give them a reasonable recharge.
