There are two problems with the ladder.
a) inactive guilds
b) smurf guilds
o wait, old ladder had that sytem too, well there goes that idea

Except the old ladder had ways to get rid of inactive guilds, in this ladder if a guild gets a high enough rating they can chill at high ranks for months.

On-Topic: I believe about 20% of the guilds in ladder are disbanded/sitting in high ranks/inactive. 40% is just filled with gimmickers who fail at gimmicks. 40% is filled with good players.
Anyone who has a more accurate statistic may correct me.

Resetting the ladder after every monthly tournament makes a lot of sense, tbh. It would really encourage AT play, and also good AT play. What a regular reset wouldn't encourage is smurfs or champ-farming nonsense.
Of course, then, there would have to be a re-working of the champion title.

If they made the champ title affected by AT wins, there wouldn't be as many smurf guilds taking up ladder space.

I'm not going by looking at any type of play over a 2 week period, but by just counting the number of top 100 teams with QP (aka they've played in an AT after the monthly), there were only 36.

That is like the old ladder system, only with faster cycles and thus enlarging the downsides that system had.
The system of an ELO rating works better over increased timeperiods, which gives a more accurate position on the ladder for the guilds. Resetting the full ladder doesn't help.
The other made suggestions from previous posters make more sense.

Personally, I like this solution best. I really dislike the amount of inactive top 100 guilds on the ladder. Not because my guild can't get there (it has), but because if all the top 100 guilds are inactive, obs mode is just dumb.
Also increase the number of matches on obs mode please, especially for ATs. Tired of only getting to obs the last round matches of the ATs.

Especially for monthly, at least show an entire round of battles. It's completely retarded that 40 top 100 guilds play and only 4 games are shown on TV.
