Smoke Powder Defense could be improved considerably if the recharge was shorter or you got multiple triggers out of it.
As it stands, Return allows you to get out of a pressuring situation, interrupt incoming damage spikes, and actively gives you the chance to recover yourself, while free from melee damage. The benefits are much more noticeable in GvG, where positioning is infinitely more important than in RA. Smoke Powder just stops melee damage for as long as the Blind sticks (which is at most, 4 seconds) and does nothing to actually get you out of a high-pressure area.
Return, when used correctly, buys you more time than that.

The recharge on Vipers Defense makes it a fun skill to mess around with idiots training you in RA. It's still not very good, but combined with return it's a lot of fun.

Is it bad that I want to stick Siphon Speed on my Monk and go run around in RA? Maintainable 33% speedbost + 33% snare for 5e. Gogo mad 1337 kiting!
In general, though, if you're good with it, Return is great for keeping yourself out of trouble, and a stance (any stance, be it Dark Escape, Disciplined Stance, etc.) is incredibly helpful if you expect to find yourself in trouble. If you're less experienced, the stance might be more helpful, as there's a greater chance of finding yourself on your back with a Sin unloading on you or some similar circumstance.
Edit: You caught me. I said Recall instead of Return. Doh!

Recall is expensive to cast, requires upkeep, and disables your skills when you pop it.
I think you mean return.

Return and Dark Escape are my all time favorite when used together. But imo Dark Escape used alone isn't worth a slot because of its long recharge. Anyway it is very good skill to stop spikes and when you get knocked down. Against a good spike return isn't that good. It will surely save you from many spikes, but when playing agaist a good team there is numerous situations where return won't work or it works worse than good pre protting. And Dark Escape saves your life sometimes when caught off guard and doubles as speed boost. When I use those both, i run them with very low shadow arts because imo return is for movement and dark escape is for kd/spike saver and kind of panic putton. Hope there was some sense.
edit: it is also nice in gvg:s to get overextended warriors crippled with return.

Return made positional play completely irrelevant for monks, damage that still hasn't really dissapeared despite it being less popular now. It's pretty good.
