I guess that is because someone of Anet has to look at the report, see if there is a reason for a ban and then take action. By the time that happens you probably aren't there to see the result anymore.

I know I've played other games where if you get enough /reports (or the equivalent), you get muted for a certain period of time. Of course, the community was a little different, and it was limited to officers of high enough ranked Guilds (again, equivalent). I'm not sure if something of the sort could be workable in Guild Wars, but if it could it could help mitigate the solution until Anet has time to investigate and take appropriate action.

Having a report feature reserved to those that will be the less likely to need it? no thanks.
And I lol'd hard to anyone that said that I was reporting non leechers. You must be utterly stupid to think that I do that. I just happen to report leechers while teammates don't, no idea why.
