And yet the most popular physical elites in GvG would be Eviscerate, Crip Slash, Magebane Dev Hammer, Crip shot, certainly not RaO that seems to be confined to Thumper/Necroway builds of some lesser experienced teams.

Sure do, and I bet the designers had bow use in mind when they created it not hammer! Hence the nerf. The game has too many skill combos to easily anticipate all the secondaries that may be used with something. Mind you A.net could have a computer program could be written to grind through all the possible combinations to look for imbalances automagically.

Rangers were already running around with hammers before, dont tell me Anet didnt think of it when they thought of Rao. Besides izzy thinks thumpers are cool!

I'm pretty sure they didn't put a speed boost on RaO for use with a bow. It was nerfed because it was blatantly overpowered. Given the fact that scrubs can still use it to get a lot farther than they deserve, I'd say it probably still is.
