It's part of it, or rather, it's part of the larger problem of HA becoming increasingly hostile to new players. As the veterans leave, and new players are continually repulsed, the format will continue to die.
As for R/W and N/Rt: RaO and spirit shitting let bad players accomplish things and are bad for the game, this is new?

for the one the system doesn't encourage thinking. You think back to pve grind fest, advancement and intelligent thought doesn't come hand in hand. Regardless of build, HA doesn't encourage the analyzing, adjusting, and just plain knowing what hit you and how to counter it. 80% of it is due to the fact that those r7-r9's were busy farming there way up the ladder. Beating the same old scrubs not bothering to learn a damn thing because, r7-r9 can get into any group he wants, with or without the knowledge his rank implies.
20% comes from the fact that our skill balance environment is very much prone to QQ'ing. Why learn to play against something, why learn to study skills, when most often then not, in about a month or two those same skills and skill sets will be made worthless. No point in really studying the game when there won't be much to study given enough time. If people whine enough eventually I won't have to deal with, so why not just follow along, abuse it while we can, or add to the QQ.

A lot of the problem has to do with the fame system. Its just a number that only goes up, and is no indication of your wins and losses really. There wa discussion in alliance chat about a player rating. It wouldnt change anything much except to keep your rating historic, and keeps bad players on the bottom always, good players at the top.

interesting but its a team game, like you could be personally doing everything perfectly and truly the best you can with the situation but the rest of the team spazzing on the floor like a seal who's been hit on the head by a club but not quite dead cause you to lose the game. this may cause negative rating at no fault of your own (except you were stupid enough to include idiots in the team - but lets face it everyone has a rubbish friend that gets to play purely cause its rude to say "sod off you're crap")
but i do think you're right with the "it only goes up" with no punishment except time lost for failing, and no punishment for being evil or plain bad with buckets of time. i dont think however there is a way to fix it as the game stands - without maybe employing "judges" who award points for stylish kills, builds and tactics, but since GW doesnt have monthly fees i thik that would be asking much

Yea thats a great way to encourage new players to stay in HA, randomway newbies scrapeing 1 fame a day, will be on zero forever the amount of times they get pummelled.
what an incentive to keep playing.....

again should have been done 2 years ago. You really have to be dense to think that a fame system that encourages grinding, pve in its likeness, would ever keep a pvp community going. If players win/loss ratio was true represented, we have a more honest HA community, based on who can run what build rather then who spent the longest hours getting beyond r6. People will be forced to consider and actually learn from individual matches, not just win UW and lose the second map over and over again till r3 and beyond.

I'd prefer not lose 1 fame per loss. Despite the quality of my own play among friends, I have been cursed since 500 fame to get further fame in single points (UW, lose, UW, lose). I'm now at 568, and only do HA when I'm ready to be frustrated beyond belief. I at least entertain the naive notion that when I hit R5 the curse will lift, but facts remain I've been 1-and-outing with balanced team builds for nearly 70 (winning) matches.

but for that you have GVG.
Anet wanted to enable PVP grind and invented HA.
It's all about grind. The only problem is that this is the only thing that gives you the nice emotes. Other than that, it's fine.
You want to grind, you go to HA.
You want to be better at PVP and win, you go to GVG.
Both options are covered.

from My experience playing games like Age of Kings or Empire Earth, the rating thing was loads of fun. And most of the time, if I had to guess I'd say 90% of the time rating was a true representative of skill.
Sway Scrubs would keep bottom feeding at say 900-1200 rating
The decent teams that win more than they lose would take middle ground 1200-1500
And then the top teams you always see win would go 1500+
I suspect having a rating that everyone can see instead of a rank that never goes down and you can farm the next level, would vastly improve grouping. However its too late for anything like this for Guild Wars, something like this should have been implemented on release.
Also there would be no rewards for playing, probably would need to improve the HoH chest as well.

you mean top 1000 not top 100.
BTW, you can play GVG and reduce the grind factor to 0.

.......how is HA turning into pve? title grinding doesnt make it pve.......
losing fame for a loss would pretty much guarantee that the majority of people couldnt get any rank whatsoever.....you go out and get 20 crap teams in a row and lose your rank, then tell me how you like that
