I can only assume that Protective is not elite for the following reasons:
1. You have to hold the item, which means no attacking (not that you would be wanding as a resto) and less energy from no weapon set. With SoR you can/do.
2. You can only hold one item at a time, which hinders you skill selection some, with SoR you can have more than one shout going on.
So With PwK you have more drawbacks so it's not a strong fundimentally, with SoR you don't so much, except the "ear shot" part, so it's elite.

You DO NOT have to hold it -.-
I may cast and drop => dps wont decrease.
PWK give only armor if you hold it. thats good, but not necessary.
So Spura get the point. PWK work on radar range and SoR works only in earshot and only after skill activation.
So PWK >>> SoR

Nerfs don't make sense because they're mere band aids for abuse. aNet spots abusive build->nerfs key skill->build destroyed->job done. It doesn't get any deeper then that really.

one has to remember the roles of the characters using those skills. Yje Sor guy has the potential to bring a few more healing options along with him that increase his output. If Sor was too much greater than PWK then the motivations bar would be too strong.
If one was to reduce the numbers on the non-elite healing options of the motivation line and increase SOR because of elite status that might work but youd probably only end up giving the paragon more damage skills or untility.
Whereas PWK is just right on a rits bar who already has some heals and some damage. The rit doesnt have many party healing options that would send the numbers going off in the very wrong direction.

Its because Ritualists are a relatively balanced class compared to paragons, who just need to be nerfed so far into the ground that they can never recover. Remember the paragon is adding huge DPS which is just about uncounterable, has great armor and nigh-infinite energy. I think we can see why they don't need a super powered party wide heal, right?

First, you're not counting in Leadership, so half of that energy is regained under ideal conditions.
Second, chants / shouts / refrains stack. Item spells do not
Third, SoR is almost always used with another chant (Ballad of Restoration? I'm at work) that is non-elite and serves as an AOE Reversal of Fortune

Different classes have different capabilities of leveraging the skills at their disposal. Song of Restoration benefits from Leadership and fits well on a class that's already at the flagstand and providing a big pile of party support. You have to compare apples to apples, arguing whether or not the skills are powerful enough on their respective bars.
Given that, ultra-defensive Paragons were something that really needed to be scaled down.
