1 sec cast makes it vulnerable to interrupt, sort of like how Blackout is now. drop 1 sec on the max, and maybe making the recharge go to 20 or 25 might work too.
I still believe this skill's rampant use in sinsplit was the product of the gvg environment at the time, as this skill rocks in a split, but is just a decent hex in the main fight.

All of your skills are disabled for 1..3 seconds. For 1..6 seconds, target touched foe's skills are disabled, all spells targeting it fail, and all attacks on that target miss.
Basically a cheaper blackout that doesn't affect you as much but makes it only effective for offtargets

Teleport to target, cast SoS, spike them with SoMW+SoJ, Toxic Shock, A-Rage, or whatever else you have that doesn't need to target them directly. Laugh at the other team who can't save the spike target because their hex removal, infuse, spirit bond, and RoF all auto-fail.

On divine's suggestion, maybe just make it "for 1...6 seconds, target foe's skills are disabled, all skills targeting it fail, all attacks on that target miss, and target cannot take damage."

I don't mind if it stays bad actually, divine's suggestion is all right but with the tweaked version of mephisto it is better to use Wail of Doom

Are you sure about this? 4..2 seconds, spell-disabling only or something along those lines would make a lot more sense IMHO. Other than that, I love the untargetability suggestion.
EDIT: also, to prevent a resurgence of Assacasters, make it so that your attacks hit normally.

Interrupt target foe, if that action was a spell target foe is.
A) Dazed for 6.....14 seconds
b)hexed with Shroud of Silence and all their spells of that attribute are disabled for 2....6 seconds and all your deadly arts spells are disabled for 15....12....8 seconds.
c)that spell takes an additional 10...34...45 seconds to recharge
d)is hexed with SoS and all there spells are disabled for 1...7..8 seconds and you deal 20..15...10 less damage to them
