PvP characters are good because they have access to everything (weapons, skills, runes etc) you have unlocked in the game, from id'ing things/buying skills in PvE or through Balthazar Faction. This means it can always have the equipment with the best stats for the build, and is also much more flexible to switch between builds as you can create new equipment at any time.
In PvP it is necessary to have the best equipment eg. Sup vigour rune, +30hp mods on shields/martial weapons. Otherwise you are putting yourself at a disadvantage to the other team before you even begin.

but if you haven't unlocked anything in pve or played enough pvp then your pvp-only equip will be just as sucky, apart from the the armor is always max.

it's basically a shortcut to awesomeness. If you know what you're doing, you'll have the vital unlocks in no time. Most PvP players have been UAX (Unlocked All X, having everything available in the pvp part of guild wars) for ages.

Essentially what you do is leave one character slot blank and use only PvP characters in it. You then delete the character and create a new one whenever you need to play a different class and this enables you to roll up characters of any class with perfect equipment. Your PvE character probably doesn't have multiple weapon sets with perfect stats and perfect armor.
