It's quite simple to anticipate it since the Mo/R will be spamming it on recharge, but overall its not worth your d-shot due to the inherent luck in nailing a 1/4 sec cast time and the fact that that d-shot is needed for much more degenerate crud when facing that build.
Overall from my view, what's been needed to be said has been said spread out to avoid aoe, debilitate one monk out, and rip smites boon on recharge.
Finally, Pray that A-Net pays attention for once and nerfs Smiter's Boon to a much more reasonable recharge like 25, 30, or (if were lucky) 35 (forces them to have to use a 20% enchanting mod).

a good balanced team with a good solid magebane can degen these teams to death. basically all you have to do is slowly ruin their energy til they have no more heals.

A good balance CAN beat them. I wouldn't say it's easy, but it is possible and there are teams capable of doing it.
I bet all the good balanced players stopped playing already.

Are you guys even serious,
First someone brings up d-shotting draw conditions as a valid tactic. Then someone says it's the necro's fault if you lose to this because he should not be "spamming" hexes on the ranger. And now I hear three people saying u should just bring enough ench removal against this.
We are talking about 3 monks who each have at least 3 enchantments on their bar, some even 4. If you are lucky you'll get zealous when it's still recharging. Or to be honest, if the smite team is lucky. Because they do much better without it, don't run out of energy as quickly.

You would need two copies of rend as an enchant removal strategy against this build...even with that putting boon and zealot's fire back up would only be a minor annoyance.
Much as I don't like the build, it seems to be a symptom of larger problems with the format and perhaps with the game. Curses hexes have always been far too overpowered in effect and duration for TA, three copies of smite hex solves that. Condition spam has become a real joke, resilience smiter solves that. Enchant removal has become a joke, many enchantments dispersed over the entire team solves that.

Your best bet is to simply stay as far away from one another as possible. Hexes, other than WoD, do virtually nothing (and just blows-up your backline faster). Poison spam as much as possible, and debil on recharge the MR or Pen (depending). Set-up a spike if possible, and pray for a kill. You can always attempt to kill the pet, and just dshot comfort (which may buy you some time, although semi-decent teams won't allow this to happen). If possible, see if you can fit wild blow into your build. It increases your chances of success dramatically. All in all, smiter's boon just needs a nerf :/.

Even if your target is just spamming draw on recharge it will be pretty hard to get a 1/4 cast skill. You might get that off a kd, but that doesn't really work against decent monks. Of course, if you keep spamming d-shot on the smiter for the whole game then you might get it but tbh, i'd rather use my d-shot for some other skill.
Btw, inciendiary arrows works pretty well against those, thumpers and pets tend to ball up kinda often.

The build is OP, a good balanced will beat a bad shitway. A good shitway beats all, as you simply can't shutdown the opposing damage withouth rendering yourself completely useless against other teams...

They'll smite condition your degen.
They'll smite hex your hex stack.
You can try and run the build around the map... because of RaO, you can try to get the RaO to overextend with his IMS and then go for it, but it's not easy. The build simply outlasts conventional spikes.
