It really depends on your definition of decent/good. To me, there's only a small handful. To a more casual player, then maybe your average r9 monk is "good."
To list monks who I think are decent/good (aka "best of the best" in a casual player's terms):
awowa, pounds, langola, tommy, deph, jenny, liekkio, and a couple more euro monks that I don't remember the names of (but Moko is definitely in my list of *terribad* monks).
I remember playing with Euphoric a long time ago, and I remember him as being not too bad, but since I haven't seen him outside of channelspamming, it's harder to put him in that category :P

i wish everyone would think like this.im not even ranked but managed to blag a team once with some guildies (months ago) i fell foul to rank discrimination before but i kinda played afk so the party leaders attention would go elsewhere,did pretty well too.
so for this reason i have to say myself (justified that i havent been able to actually do HA with others to pick a best monk)

There is only one legendary monk... and that is Starcraft Forever.
Back when ANet initially changed HA back to 8v8 from 6v6 and HoH was altar holding only, I was in his group one time when we were against TWO ritspike teams on either side (we were holding as blue). Starcraft was playing an Spellbreaker Prot monk. Both teams then proceed to spirit rift spike the ghostly at the same time, and my party on vent went crazy telling Starcraft about the spike on the altar. Starcraft then calmly says, "Yeah, yeah" and from there proceeds to spirit bond the ghostly with such precise timing that he survived BOTH spikes. I have no idea how he pulled it off but that is just insane.
We won the match and the best memory I have from the match was Starcraft putting Spellbreaker on the ghostly and then chuckling as both teams tried to spike to ghost to no avail... "Click, Click, Click! Hehehehe"
