Well it has a nice synergy with the mesmer insignia that gives +armor for recharging skills (prodigy insignia i think), so you aren't totally squishy when inside enemy backline. Deserves a shot.

No it doesn't. Blackout is a great (well was a great) window skill that gave the rest of your team a window to do something big, but basing a build entirely around it is terrible. Completely shutting down a monk sounds good on paper, but if that is all you can do, then you aren't bringing anything worthwild to your team. This is inspite of the fact that this build cannot keep a monk shut down all the time, is incredibly vulnerable to disruption itself, and is vulnerable to monks simply kiting. Current dom mesmer bars already provide a ton of pressure to the monks, with extra disruption that can be placed where needbe, and large spike assists. Giving up great versitility for something that only keeps monks locked down a little better and in actual play work worse, is just unacceptible.

Two of those mesmers means you have three other characters to play with in your build. Those three have to provide utility, defense and enough damage to spike down a monk. Not going to happen.

What JR said. What's the point of taking out two of their characters if you have to take out two of yours? With your mesmers spending most of their time being blacked out too, I imagine their midline + rit can keep up with what's left of your offense, and if not, they probably won't need to anyway because you can't keep up with theirs (or they're just horrendously bad, and you'd have won regardless of build).
