For me it would depend on the current situation. I would favor running PR over WE if at all possible.
Saying that Bull's is a staple on a Warrior bar and the 3 seconds of them on their ass negates the benefit of PR is a bit of a skewed statement. PR helps land that Bull's a lot more than WE, and if the end result is that the target moves to where you wanted them, whether that is outside of their casters' range or outside of their effective range of pwning on your team, the 3 sec KD time isn't really a drawback, nor is it the point of the argument between the two Elites.
With WE you are free to Power Attack and PStrike all day long with no danger to your energy pool, and plenty of damage is being utilized to force the Monks to expend energy; with PR, you are pretty much always going to be in an IMS (you should be: PR whenever possible, and Rush if you need to cancel because of incoming damage) and you aren't having to choose between an IAS and an IMS, only whether or not you are willing to take double damage.
Both Elites have their uses; I personally would rather run PR over WE because it means I am never stuck moving at regular speed, and even when I am in an IMS, I can be in an IAS at the same time, if I choose to be after determining risk vs. reward.

They both increase your damage a lot, but only pr bar has lots of utility at same time.

WE feel just like a real warrior always has felt.
Provided you map Dismember, Power Attack, Protector's strike, and auto-attack all to the spacebar. Otherwise you will spend half of every match replacing the keyboard you just broke and that feels nothing like playing a warrior.
