Spot on. It was quite apparent in the movie that Shields Up was nerfed. Guess Leo forgot to check skill updates before he went to battle.

Leo is P/W Imbagon that forgot to use ["Save yourselves"] when 100000 Turret Rangers used [Volley].

He did manage to cause Deep Wound on the Xerxes, the Me who spams [ignorance] and [clumsiness]. He is also gifted with the art of [backfire].
