Necro can use another secondary but have fast, quick and good conditional removal. Other skill in its class (Draw conditions) forces you to be /monk and doesn't give the energy.
PnH could remove a hex/condition stack of warrior2, but warrior1 is blinded with a cover condition (so mend condition or dismiss condition might not work). Even if you could mend condition in that situation you've churned out more energy that a necro could effectively regain and use as a weapon.
The question should not be that it's over powered, but ask him what other alternatives there are. Tell him not to quote restore condition, life sheath or peace and harmony. Those are elites.

Its works its magic with the overpoweredness of PnH; which, combined, have caused all builds to be lolhuge spikes because condi or hex pressure is so hard to achieve. This also allows the pnh monk to become purely prot, making physical damage pressure hard to achieve.
