Me/A - maybe for shadow arts, though wouldn't recommend it

as you can see. a mesmer is more like a standalone profession, you can make ur own build, for instance PB-mesmer, or Tease + CoF, and throw in some supportive spirits, or some shouts, though ur role is to shut down, if you got a decent Team setup, you don't need shutdown
furthermore i'd suggest Tease + Cry of Frustration, and more interrupts. interrupt skills like fireball, meteor shower etc. that makes you more like a protector, as you prevent massige AoE damage on your party.

Don't fastcast nuke in PvP unless it's either AB (Absolute Boredom) or a CM (Random Arenas+GvG=Cruddy Mission). Otherwise just stick to a standard Domination mesmer. For PvP, yes heroes in HA do quite well with Cry and Tease but that's because they cheat.
Here's a somewhat outdated guide for mesmer, I was looking for a better one that would help with interrupts but this will have to do: here

I was thinking Me/N. I can use more Dot's, remove enchancements and other skills that are in the same playing field as Me/.
/e wouldn't be for me because i'm not about doing straight damage. I want to manipulate and control my enemies. How does ...

+ I want to make a roleplaying char, and not just a PvP one. I want to do PvE when i'm bored and just roam around.

Most people will laugh at degen hexes unless it is spread across a party. The only really viable Degen mesmer right now is the Lyssa's Aura. I don't see why you can't try both Me/E and Me/N out though. (Me/? with Echo, Me/A for Assassin's Promise and Me/E for Glyph of Renewal are the most common for Cryway in PvE)
For all the campaigns you can unlock your secondary professions relatively quickly through either bypassing missions or starting in Nightfall or Factions. You might find yourself in a bit of a tizzy on a bridge early on the Factions where there's two bosses that can really hurt a Hench party. I'd recommend starting in Prophecies, going to Nightfall for unlocking Heroes and secondaries and back to Prophecies.
If you really must, you could create a second mesmer until your main is ready for PvP. The downside to this is the grind of the damn Balthazar faction because you start underpowered in PvP equipment and skills off the bat. The upside is that it can give insight into what Elites you should cap and equipment to use in PvE.
As for controlling opponents [Gale] does fine in low level PvP while [Diversion] and [Glyph of Essence] really hurts (.25s activation with a 50 second disable). People also claim that [Glyph of Renewal] is overpowered for shortening the recharges of Domination spells but I think they're just envious.
Edit This is important: Here's some homework for you by the almighty Lego of rawr. It should be the Bible of every Mesmer in PvP. Shame the Mesmer forums don't have it stickied.

Secondary classes rarely matter very much at all.
Guild wars is not DnD and does not have true multiclassing.
You're only picking a secondary because you want 1-2 small skills usable at a very low attribute investment.
An important exception to this rule is the kappa fast cast Me/E water ele, these are great to have around and widely used in GvG. Builds are on wiki, though a nerf to mirror of ice has changed the way they work.
With this in mind go whatever you want at start, then when you get to a profession changer unlock every single class so you can use whatever skills you want.
I love seeing dash, return, shield bash, and mending touch on caster bars in my party. It lets me know they're thinkers and won't die within the first 15 seconds of combat, or if the monk experiences brief brain freeze and/ or knockdown lock.
That said, assassin probably has the most useful skills - return, smoke powder defense, dash, dark escape.
The important parts of your build will be all mesmer skills, 12 domination 12 fast casting etcetera etcetera.
