No. Anet can't buff weapon spells or shouts because they can not be removed. This makes them overpowered by their very nature, so big buffs to either would break the game.

There are other things that can be improved, as for example the HP of the spirits, ritualist primary attribute... some paragon skills (not shouts or chants). ^^

Ritualist spirits is a bad mechanic and the only other line in paragons that isnt shouts is spear mastery which is actually quite powerful already and doesnt need a buff. Ritualist primary attribute could do with a total rework but its never going to happen.

No.
Buffing underused skills isn't really a problem (unless you do to many).
Buffing skills so that they become to powerful is a problem, which does not have to be the case.
If you nerf thing's the meta doesn't just suddenly pick up and become great and wonderful.Everyone is not suddenly able to prance through the pvp meadow of balance.

Who cares?
Theres not enough gold sinks in the first place. The truth of the matter is that all weapon's max out at the same stats, so all you pay for really is skins for your weapons and armor, and maybe some dyes.
The economy doesn't even matter considering anything you want is really just aesthetics and nothing more.
You act like there's some importance to money that buys only aesthetics.

ok.... i now have given up that the update has not arrived. usually i get it here in australia like thursday afternoon so i have thursday night to check them out and all of friday at work to look at new skills and theory craft builds to try for the weekend. come on... it has to hit at least before the HA weekend starts... i am presuming they will send out the update when they update the game for the double points weekend... should prove some interesting fun for HA at least.... that;s where i will be spending my weekend i presume.. playing some crazy new funky healing monk build.
its about time we get some new healing spells to try out.. maybe some elite workovers? more healprotdivinepower for monks? create more space in the build for an extra damage dealer rather than carry 3 monks? some nerfs to iwayrspikebloodspikelichwayritspike.... i would like to see that

Someone satisfies some of what you want, but your angry because it's not all of what you want. It's annoying that 2 month's and the update is small, but if you get even something you want you shouldn't be completely ungrateful.

Another skill "rebalance" another Ranger cluster f***! ANet appears to be DETERMINED to nerf Rangers into impotency. Last time it was the +dmg from Read the Wind. Now the +dmg from Melandru's Shot has been made conditional and the Hunter's Shot +dmg is simply gone. I'm seriously thinking about giving up R and becoming an Imbamentalist or an Imbasin as ANet are proving themselves to be Imbaciles. They've turned what was a reasonably decent elite into another PoS by making the +dmg from Melandru's Shot conditional. So the choice is now to either simply spread easily removed conditions, be a pure interrupter, or go with the few unconditional +dmg skills left to Rangers. This is positively bulls**** !
All this while they completely ignore the ridiculously overpowered Ray of Judgement
Thanks a heap ANet for making what WAS a halfway decent class into a sad joke!

The update was nice I guess, addressed some problems (I really liked the PnH/WoH/MoI changes), but Aegis kind of threw a wrench in my enjoyment. It has 30 recharge, sure, but if your monks are even the slightest bit organized, it extends the E/Rt flagger's godmode from 3 to 9 seconds, 6 of which it can't be snared.
My personal opinion is that Aegis should be 0 damage instead of fail on attack, which at least lets non-offensive spells like snares / enchant rips do something.
