Oh em gee, i took my 20-30 minutes and read ALL posts starting from page 1. Conclusion: Remove ability to have secondary profession. This will fix 90 % problems.

In my opinion, problem with guild wars balance, is that it is so hard to balance. Anet has to choose: either balance skills among others in one profession, or balance professions against each other. Balance is, when those 2 points are balanced, and its hard to balance both at once. But in my opinion, they should firstly balance skills in one profession to add more variety.

Hence why you nerf, instead of making dartbuff buffs. Nerfing every skill a little bit a time will slowly create an equilibrium of ALL skills. Ok, some skills such as draw cond will ALWAYS get completely overshadowed by skills such as foul feast.
But other skills, such as axe elites (srsly who uses those nowadays?) will get on par with most str elites, etc.
Nerfing is the more obvious choice, rather than buffing...

-Lessen Ranger's Crazy Elemental Defence on Armor (Because of there uncountable amount of blocking skills)

Warrior:
["None Shall Pass!"] Make this so that Tactics is actually involved in the skill such as (0...3 nearby foes), and lower the recharge to 20/30
[Bull's Charge] Increase recharge to 30 and remove the "end if you use a skill" then It might actually be used for once
[Defy Pain] 8 Andrenaline, or lower the maximum health
[Shield Bash] Make it (2...9) seconds, if you nerf disciplined stance, you gotta nerf this, it is also very annoying.
Ranger:
[Crippling Shot] Increase Cripple to (3..16)
[Dryder's Defenses] This is just like invincibility for 10 seconds, lower the recharge to 45, lower the elemental protection, and lower the block to 50%
[Famine] Increase Damage to (25...80), Give a -1 Energy Degen, increase recharge to 45 seconds

I'd rather see buff over nerf, people think of good elites such as LC and WE because theyre BETTER than other elites, but i'd rather see useless elites buffed to the powercreeped-ness of WE and LC so that its all balanced and still be deadly as hell.

A lot of stuff you posted was just bad. There are more logical ways then just nerfing everything in the meta. Buffing less used elites and giving some power creep to -what the hell is the point in this skill- skills while slightly making the meta skills less powerful.
Like your idea for crip shot would make it more retarded then when it was in the meta in '06. In '06 iirc it was 5e 1sec recharge with 8 second (no scaling) cripple and unblockable. Then it was nerfed. And do rangers honestly need more buffs? I think they deserve a nerf slightly make mel shot 10 sec recharge but lengthen the cripple on it by 2 seconds on the low and high end of it.

Well, no, because most of the skills you mentioned aren't even problems in the first place.
My only input is that Spawning Power does not need to be buffed. But it DOES need to be made necessary. Rits are the only class that do not have to invest a single point in their primary to be useful. Being able to fully spec into 2 attributes that aren't their primary is what breaks them. It's the same reason other classes with better energy management can play a secondary rit as well (and sometimes better) than a primary. It's not the function of Spawning Power that keeps it from being used (even though it doesn't do much)- it's the shitty, useless skills.
It'll never happen, but I'd love to see *all* weapon spells moved to Spawning, and redistribute all other skills elsewhere.

The funny thing is how big your brain is.
First of all, the point of buffing the less used skills because they are less used, which means that they are not as good as the other more used skills that are better, which means I am buffing the skills that need to be balanced up. Skill balancer wooptedoo!
Second thing is what the hell is wrong with these random skills that are 4 years old without any update, and are horribly bad now. They need to be updated, or there is no point in having them since no one uses them.
Third off, I have barely touched any meta skills in my post, just a few skills that ARE overpowered.
