On using d-shot skillfully I agree with you, but right now rangers can overextend miles and spam interrupts on recharge. Maybe if they can't overextend for miles you can actually whack them a couple of times to make them lose focus. Agree with the fact though that there are way worse balance isssues then rangers atm.

To D-Shot WoH you have to camp the monk and use it right when he starts it off, so 3/4 casting is a lil harder than 1 second casting.
Power Blocking WoH is really easy if you camp the monk, you can pretty much shut down the monk if you powerblock the monk, and GG it, so WoH is not a problem...

Something came up so I was gone for a week, and I am reading through the thread and will update the OP soon.
I would like some suggestions on how to nerf WoH if anyone can come up with some good ideas/numbers.
I would also like some input on a change for weaken knees similar to this:
Weaken Knees - 10e 1c 15r
Elite spell. If target foe is moving that foe is knocked down and is crippled for 3...10...13 seconds.
The numbers could be changed a bit but that is just an idea I had to make the skill require more skillful play without just killing it.

VoR hits under spirit bond if you have another hex (say, backfire) on you, so assuming you have both VoR and backfire on you, you take more damage now than you did if you cast though both with spirit bond on.
Ether Prism along with the other rit changes should fix that nicely.
I'd still like to see Lingering Curse hit a bit more, but that change was a move in the right direction.

Although it's quite idiotic that the damage was conditionally nerfed under SB, there's no reason to be stacking mesmer hexes besides wastral's with VoR in most situations. I'm curious what happens with VoR and wastrel's, if wastrel's ends and you still take the full damage from VoR that's just hilarious. Also, amazingly, VoR now does another 5 damage (90 vs. 85) with the conditional damage.
All in a really pathetic attempt at trying to balance the skill, reading the update notes it's evident they have not the slightest grasp of what's going on and what's wrong, let alone how to solve problems.

Wouldn't simply nerfing Mantra of Resolve ultimately fix Dom Hexers? Like, make it 5energy, lose 10 energy whenever interrupted?

For the most part yeah, except the nerf you're proposing isn't nearly enough.
Mantra of Resolve and all similar skills should be smiter's boon'ed.
Make distortion 10r as well and this template is fine.

I don't know, I mean playing in this current meta, i found there to be a cycle. there are usually 3 builds that are ran, MB splits, dual paras, and hexway. a good MB teeam usually beats a dual para, since they cant split, dual para beats hexway, while hexway beats the MB splits. (imo)
so i mean, yeah with the recent skill updates, some hexes have been nerfed, but you can still hex overload. the issue isnt really the LC or the VoR, but instead the ability to stack on 50 hexes, and no real skill to counter it effectively, unless your smart and run a divert in your build, but no one uses divert. So i mean this might be a little late, but i would love to see a system where you can only stack on 3-4 hexes on a person at once, which would be a lot nicer than the ability to hex someone until they can only stand there and take damage. if you nerf hexes, you also need to nerf MB. when MB and hexes both get nerfed, there would no need to be a dual para with E-removal, so the meta would completely reset and we would be running new builds. this is all IMO
