I think you scuttled any point you might have had by suggesting putting Orison of Healing on your bar. There's no good reason to ever do that. If you don't have Patient or Word just take more Prot skills; if you don't have EotN learn to ride the Word.

Offering of Blood
Remove Hex
Contemplation of Purity"

TBH divine boon is a horrible skill now. People keep wanting to relive the old boonprot days but it doesn't work that well, and it's certainly much harder to play now than a WoH build.
12+1+1 heal
7+1 Prot
8 tactics
8+1 DF
Reversal of Fortune
Word of Healing
Guardian
Mend Ailment
Vigorous Spirit/Draw Conditions/Mend Condition/Remove Hex
Holy Veil
Disciplined Stance
Balanced Stance/Shield Bash
That's really close to the current meta monk.
Equip:
1) healing wand and focus with 20% faster cast and recharge
2) protection staff with 20% + 20% faster cast and 20% enchanting
3) "high energy" set with +15/-5 healing wand and focus, swap here when your energy is low to cast a few spells then swap back out.
4) Ideally a set of req8 armor 15/16 shields with +30 health and all those "+10 vs damage type" inscriptions. You'd have to acquire this on the market since you can't find them in most of proph or make them in pvp. Barring that just slap a q8 shield with +30 fortitude and something random like -2 vs physical on your monk.

Actually Dwayna's Kiss would be a much more better alternative in replacing Patient Spirit as compared to Reversal of Fortune or Orison. I mean most of the time I would cast Patient Spirit on a target is either he's under alot of hexes or heavy physical pressure. As for the latter scenario, he would would most likely have a prot active on him to receive at least 90+ of heal.

Isn't 1/4 second and can't be used on yourself.
There are reasons RoF was stapled to every WoH hybrid bar before patient went to 2s, even moreso in arena.

What they don't tell you about Dwayna's kiss is that it can easily heal for 250, combined with patient it's ~100 or something anyway. I put it on my monk for pve and was surprised, however that much healing without a very fast cast is rarely needed. Rof is probably better, but Dwayna's is underrated.

In practice, anyone could probably get a 10 round streak with zero skills. Hell, RA can go totally whack and match you up with absolute idiots. On the other hand, in theory, he is gimping himself without Patient Spirit and such. If he's willing to spend the money, spend the damn money so he won't be out of shape for the rest of PvP. This will make his life a lot easier for the rest of his professions. On the other hand, if he is willing to risk gimping himself, by all means, do so. Reversal of Fortune, for example, is an alternative, but not an equal of Patient Spirit. The two skills have slightly different jobs and different functions, so while you may be an exceptional monk with Prophecies only, just realize you can never be a full, meta monk.
