Of course you aren't going to reflex it. Cancelling attack skills is premeditated, done to make the other ranger burn his interrupt.

another use for this method is when you are chasing somebody down to cancel a bulls strike to get them to stop, and then use it right afterwards to catch them when they start moving again after seeing that it got canceled...its also funny to watch some people get confused by this

Hmm why wasn't this included as a vanilla feature? I mean why shouldn't we be able to cancel attacks normally just like any other skill, albeit with the loss of adrenaline or energy?

IIRC it got brought up on a dev talk page on the wiki somewhere, who was surprised to hear that this was the case. Apparently it's not working as intended, and is in fact a bug.
Will try to dig up the link and add in an edit. Though I do rather like the fact that it takes more effort to accomplish than a standard cancel.

It would be way too easy on physical characters (wars, rangers, paras, etc) if they changed the mechanics to be able to cancel attack skills now. I also don't think that completely removing the ability is very smart either. I actually enjoy it how it is now. It's like a little acceptable game bug that people use, just like how there's a ton of other legal game bugs in other games like starcraft that pro gamers use all the time. It makes the game a lot more interesting and exciting and skillful to have things like this in the game.

there's a number of other "bugs" that are now "features". for instance, quarterstepping. removing quarterstepping right now would take away a huge amount of depth from playing GW, physicals especially.
you'll find a lot of other games now revolving around similar "features". for instance, imagine starcraft without the multalisk stacking trick, or worker tricks to "drill" something across otherwise impassable terrain.

it happened also to me to see diversion, clumsiness or ineptitude on me when i was going to use an attack skill or simply attacking. It's not that hard, u just have to move back a little and ur action is cancelled. And i'm not only speaking of attack skill, but every kind of action u want to avoid to do.

Moving and escape cancel normal auto-attacks, and non-attack skills, but do not cancel attack skills. To cancel an already initiated attack skill the only means is to weapon swap from inventory.

it also work for many, but not all, attack skills.....i've tried it. If u are fast enough u can cancel most attack skills and also spells, signets etc etc.

Read the thread. You can't move-cancel attack skills that you're executing. You can not use your cancel button to stop them either. The only way to stop an attack skill is to swap weapons from your inventory during it's execution.
What you may have witnessed is canceling a queued attack skill.

The reason it appears nobody knows about this bug is because its usefulness has diminished. Mel shots activation time negates the need to fake it. Aegis got nerfed so there really isn't a need to abuse glyph. It does not safeguard your addren pool, so cancelling attack skills is just pointless.
