I believe it started as an RA gimmick to abuse the inherent attack speed of daggers + heart of fury with the avatar bonus damage. There was a short period after the palm and SoH nerfs where people were running them in HA too.

the massive (?) appeal is to deal 100 damage with a normal attack each time you hit the opponent when they're using a skill. That goes up to 100+ with damage attacks and people just love big numbers. oh, it also tends to kill rly fast if you couple it with some other big doomage character, like a RTL ele or some weirdo derv build. Moreover, imagine a rit pooping their spirits and a guy like that on them - fun fun x).
