Have you considered b-surge with freezing gust? Something like b-surge, shell shock, lightning bolt, freezing gust, glowing ice, air attunement, aura of resto and dps or res sig. I noticed that sometimes because shock arrow is so bad air eles will use glowstone with enfeeble instead for extra energy management. With the freezing gust you'd get glowing ice, although gust is more expensive than enfeeble and is more prone to shutdown. Maybe it would be too clumsy to use but freezing gust is at time the greatest (and most broken) skill in the water attribute. If you want the easy mode defense b-surge offers with one water snare it might be worth a try.

Mainly because you are assuming air attunement is decent at all when any decent team you fight will just rip it off. Sure when you fight americans the attunement is up, but against euros... all bets are off.

Glowing Ice isn't very viable as an e-management skill when the only hex on your bar is fgust. You'd have to be casting fgust just to get the energy from glowing ice, and on an already tight on energy bar, using fgust often won't work very well.

Spamming fgust at stand to get usage out of it, as I already mentioned, you won't have the energy for, and to have it on your bar specifically just to snare people when they go on splits isn't a very good use of a skillslot if you're planning on trying to 8v8.

Gust fits much better on a mindblast, but that's besides the entire point.

The main problem with BSurge with Freezing Gust is that your bar lacks damage, the energy actually isn't that bad and you can run blurred as well so it's pretty solid defense wise too.

You won't be able to afford running LOrb on such a bar though so you're basically left with Shellshock as it's unlikely you'll have a slot for LBolt.
