And this is why I don't like Codex (and I prefer only to play as monk). Monks have a hard enough time keeping up the whole team when they get to choose their skills. Take out parts of their toolbox and it makes is nearly impossible to even want to play a defensive character. Sure people might argue that it's fair because it's the same for all teams. However, a bad skill set means I won't even bother playing that day (and makes it less likely I will play the next day too as I lose more interest).
I actually prefer Costume Brawl over Codex. It is fair in that all classes have the same skillbar instead of this huge advantage that is given to those to play early and can build their bar before it gets copied. Plus, there is a bit more strategy then simply kill, kill, kill.
My proposal would be to keep Costume Brawl (or a slight varient such as changing skill bars once in a while or something) for all the casual players. This would allow for players to play quickly, but strategically.
Then, redo Codex the way to something similar to how Sealed Deck was first introduced at GenCon years ago. Essentially, have a mini-tournament of 8 (or 16) teams, 4 players each. Give a new, identical "deck" to each team in that tournament (to eliminate luck). Then, play 4 rounds or so and have a top 4. Obviously, have a reward system that discourages teams from forfeiting the tournament early (maybe 1 title point per win in the first two rounds, 2 per win in the last two rounds, 4 for second place and 8 for first place, and -1 point for each round you forfeit). There would be a higher barrier to play these tournaments as it would take more of a time commitment to complete. However, you will be directly rewarding good deck-building and there wouldn't be any meta-builds because of truly random skills each tournament.

If more viable monk skills were made, no doubt someone is going to exploit it in some other area of pvp and create some super defensive spike builds. Monks have it pretty bad, but if they got too powerful it would be worse, long drawn out boring ties are worse than a quick loss.

Yesterday had pretty good Rts which basically got nearly ideal 'RA' resto bar (Weapon of Warding, WoShaddow, Spirit light & Mend, BWM, Elite skill choice was meh, but workable.) Add GOLE or hexeater signet.

Wounding strike has come back to say hi, but enchant hate meta has already prepared itself for its counter. Few minutes after build change and we've got some pretty smooth counters, even w/ the lack of condition removal. Oh yes aura of faith is totally awesome, best monk elite yet. Rangers got dshot, mesmers got diversion. Some hardcore counters are here! WS spam beware. Very balanced meta so far.

monk bar is ridiculous.
we NEED direct heal, prot, hex remove, condi remove. lacking either one of these would put the team in great danger. Today condi spam ftw? and focus fire on monk, since we have no self direct heal!

What part of 'random' is so hard to understand?
The challenge is to make do with what you get. Monks and rits having a poor skillset today? No decent condi removal? Well, guess what: that goes for the opposing team as well. *GASP*.
Stop moaning -- if you want access to a full-featured skillset, play any other form of PvP.

remember yesterday? no heal for monk. "forces" teams to take rit instead. If I want to play a healer I would be "forced" to play a rit. What about ppl don't have Factions? They have to play something else other than a healer. There has to be some balance. And both team having the same skill set doesn't mean balancing!!
This whole codex thingy is kinda opposing the "original" GW skill design: having a big skill database(now limited), using originality to make a good bar(now is like, looking at the skills and drag them to the bar, especially noticable for a sin which u r given a "combo" everyday.)

Get away from the mentality that monks are the only thing that keep your team alive. This has never, ever been the case.
Also, there are ways to improvise for a lot of those "lacking" mechanics. Find them, and use them.

aof+ether feast is a bit decent, but monking is still a tough job. You need a lot of hex support from your teammates, so I tend to go d/mo and remove my own hexes and sometimes help out my monk.

well, in such gimped arenas they cant, so u need multiple healers or support characters along with self heal on several teammates.
if thats sth to strive for or not is up to one's own opinion.
