Well, if you just want to be annoying you dont need to interupt, just go Echo / Blackout / Diversion / Empathy / Arcane Larency / Arcane Theivery / Sig of Humity

Its super fun.

Atm the most annoying mesmer build with interrupts would be a Keystone Signet mesmer.

[Keystone Signet][Signet of Disruption][Leech Signet][Glyph of Essence][Diversion][Unnatural Signet][Signet of Weariness][Resurrection Signet]

Unnatural I'm uncertain about, I used to take Humility Signet for lots of lameness. Maybe with lots of hexes go Me/Mo with Holy Veil, Purge Signet and smite. End of the story should be a build with an otherwise energy heavy combo or something that will buff your team ftw. Hmm with Holy Veil covering, you could be able to take Symbolic Celerity.
