Interrupt mind wrack and esurge if it's problem... the biggest strenght of balance is ranger and mes which can completely shutdown any of 2 enemy chars... I'm not saying it's easy but you have a chance to win even tho it's hard because OPness of wota sins which are the main problem.

Go to great temple, roll a WoTA sin and see how much damage is prevented with the +armor dummies.
(60AL to 80AL)just on base damage of daggers alone you prevent 10 max damage with +9Al str shield +10lightning shield. LOL!!! so wearing your shield you prevent 10damage on every critical attack LOL!! LOL!!! im sorry i cant stop laughing LOL!! LOL!!! LOL!!!

That's 20 armor difference. A shield would give you +18 (as opposed to +19 as you claim), as unspecced shields give you +8 armor...
And wearing a +10 lightning shield means you won't have armor against the fire eles (a basic 8 extra armor), so shields won't affect all their damage, but only a minor part of a minor part. (as the majority is armor ignoring).
You're claiming that less than half the damage of less than half the damage outweighs the effects of a 40/40 set. I claim they don't. I can't be asked to come up with exact numbers (mainly because I know I'm right), so noone is right or wrong at the moment.

If you're talking about AL+9 Str shield, I've known about that about as long as I've played HA. However, I never seen any proof for it that is real, rather than just an urban, Guild Wars, myth.
Insignias I run depend on the meta. If the meta is rspike, hexway or bbsway, I run HP insigias for the obvious reason you're better off with +HP. If the meta is balanced, IWAY or any other build with large chunks of armor affected damage, I run blessed/wanderer's insignias.

Without spec it's still the case that str shield is +9 as opposed to +8.

You guys are wasting time trying to argue with this idiot. I bet if even [rawr] stepped into this thread and gave him the armor lecture, he would call them bad and that they don't know what they're talking about.
Point of the last couple of pages: There's damage to be mitigated by use of proper shield sets and the right inscription in any build (when I say ANY build I mean hexway and BBsway and the other crap builds you mention), which in turn reduces a lot of pressure output on your team.
Anything this "Borat"/"Killed u man" person says: Wrong.
