I didn't, although I'm sure it was comparable to the 3-BSurge mesmer teleporting spike that was in GvG at the time. I guess I should have made the following distinction ahead of time. The primary difference was that back then, the opportunity cost on a BSurge was literally just the skill. It was low-energy, had a shorter recharge, longer duration (and thus required lower spec). It was easy to slot it on a bar full of high-impact skills. Modern BSurge bars have BSurge as the ONLY high-impact skill, with everything else devoted to keeping it running, and when the bar is built this way, it's not really a threat. It's pretty crappy to play against if it's supplementing the rest of their defense, but I don't think there is anything overpowered about it.
Especially given the lack of real spiking capability in 4v4, you can almost equate the bar to an extra monk, which everyone agrees is pretty lame, but for some reason does not see as powerful. The damage difference is certainly not enough to account for the disparity, and the BSurge actually has less utility. Consider that an extra monk can just devote himself to maintaining a bunch of Veils or Drawing people or whatever without regard to his energy, but if you're already not dying, all the BSurge can make you do is not-die-er. I guess you could make a small case for covering deep wounds against teams that have condition removal that only goes one deep, but that seems a little marginal.
