The difference between 13 and 14 Axe is about 1.5% crit and 1 damage per hit, as well as +2 on your big adrenal attacks. It's not a huge sacrifice.

13 to 14 strength gives you +1% armor penetration on attack skills, +1 second to rush, plus 2 damage on body blow and bulls strike (note: by stating this attribute difference by no way implies anything about the frequency by which I put said skills on my skillbar). So offensively 14 strength vs 13 weapon mastery and 13 strength vs 14 weapon mastery are about the same, but defensively you get all of the stuff that I mentioned beforehand.
