You can unlock a lot of skills just by buying them for 50/60/70/80/90/100 gold each in the noob town you start in after making a new character and then deleting and re-making the character. Considering you can sell a Zaishen Key (5000 faction) for about 5-6k, you can easily unlock more than 5 skills that would have been unlocked by just purely spending the balthazaar faction directly on skill unlocks.

Keep in mind you won't have access to purchase some of the better skills, but you can get quite a bit of them this way.

If you are just sitting on money to burn, I don't see anything wrong with buying an unlock pack or two. However, be aware that it's quite easy to unlock the skills yourself for free (quests, buying skills from trainers, unlocking skills with faction).

If you're going to buy an unlock pack, I recommend a weapons/mods pack over a skill pack. Unlocking all the mods (or identifying them) is quite tedious, and a pack lets you use faction to unlock skills (buying one pack instead of however many there are now).
