Basically, all you do with this build is make sure you keep up Way of Perfection. It's pretty much ruined if WoP is removed. But if you chose Shadow Refuge, it's a good cover enchant, along with Critical Defenses if you chose it also. Most of the time, I can usually kill anyone that uses moderate healing. It's a for sure kill if they have no healing.
GPS => CS => MS => DB => MS => GPS => CS => MS
They should be dead after that little combo. If you have your IAS up, it takes about 3-5 seconds to execute. If they're not dead, alternate between MS and DB.

The build he posted was not dreadful, all it really lacked was deep wound.

Umm... damage does own in RA. Disruption helps in RA, but you can easily get to 10 if yourv damage is overwhelming.
Now anything beyond RA(such as TA, HA, GvG), disruption plays a bigger role, but you still need damage.

Then cancel Flail first, or cancel with Enraging. It's really not hard.

Disruption owns hard if your team is good at it. By disuption, I do not mean that your bar should be packed with >4 disrupting skills. Moderate damage+ good disruptions = win in RA, not damage +heal.
The best way to win isn't the easiest way. But oh well, ppl playing RA and asking for builds just want to farm glad anyway.

That's the thing. It's meant to be a DAMAGE build, not conditional at all. Twisting Fangs or Golden Fang Strike would screw it up. Hell, even Impale would. :/

Yeah, it's a damage melee build, thus it needs deep wound.

Deep wound is conditional. I do not want any conditional skills on there at all, simply because it's intended for spiking and/or pressure. It's my build, it's perfected, leave me alone. -_-U

Deep wound is a condition,not conditional, and for all intents and purposes it acts like "damage". It's a ridiculously powerful mechanic, to the point where virtually every single melee character used in high level PvP has the ability to inflict it.
Not including because it is a condition it is just a silly way to gimp your bar, which is far from perfected, or good.

This is a fun build! Thanks for posting. I go with [Golden Phoenix Strike][Critical Strike][Moebius Strike][Death Blossom][Critical Eye][Way of Perfection][Critical Defenses][Resurrection Signet]
And I switch between the Vampiric Daggers/Zealous Daggers during the match.

Or anti-melee hexes, or hex snares, or block enchants or... absolutely anything that hurts any melee character!
Your bar may have (mediocre) spike potential, but its pressure sucks and it has zero shut down or disruption - and in four man arenas that is how you get kills; interrupts, knockdowns, snares, DPS.
I've played against plenty of Sins running variants of it, and quite frankly it's a joke. You can just ignore it completely while it does very little; "tanking", kill everything else, then squash it.

Or kiting? It has no snare or kd. It's like running a warrior without bull's. Your DPS is still there, but when you face anyone smart enough to run, you're left running the conga. This is one of those builds that has decent DPS on paper and against armor dummies, but doesn't translate into pressure against a good team. It'll net you glad points with the right group, but eventually you'll face some decent players who know how to move.

While we're all posting Moebius builds for some reason, here's my favourite:
[build prof=A/W dag=12+1+1 cri=12+1][Disrupting Stab][Exhausting Assault][Moebius Strike][Death Blossom][Twisting Fangs][Flail][Rush][Resurrection Signet][/build]

Personally, I prefer to use Leaping Mantis instead of Disrupting, so I have somekind of snare.

Some ranger builds I have had success with:
[build=Beast Spear;OgkjYxXYpOAZeTtcz8Z6NrSBAA]
Beast 12+3+1
Expertise 8+1
Spear Mastery 10
Benefits-Good damage from brutal strike and 2 conditions, fast pet to chase kiting enemies, an interrupt and self heal. Many bad hexers also don't spot beastmasters so your damage is split.
Drawbacks- Disrupting lunge is semi-reliable, spears are gay and you have no self protection other than +153 from heal as one.
[build=Rampage Sword;OgETQZLexBxCYoNbmcthZ1IAAA]
Beast 10+1+1
Expertise 8+1
Swordsmanship 12
Benefits-IAS and speed boost with no drawbacks from rampage as one, solid and spamable damage from your sword attacks and pet auto attacks.
Drawbacks-Slow recharge of savage slash, energy denial shuts down rampage as one.
...
Also for my war, I run a slight variation of Mage Hunter with decent success in RA:
[build=Mage Hammer;OQQTco4O5JUj9PL/E+qhVTIAAA]
Basically pulverizing smash + heavy blow instead of crushing blow + hammer bash. It does a bit more damage, saves 5 energy and I find the weakness useful on other frontliners.
