Uh.... I'd say Ride the Lightning if it wasn't for the uberleet wording on that skill.
So, keystone signet.

Umm...No? Enchanted with Aura of Rest + Earth Attune + Kinetic Armor + Ether Renewal. Cast Stone Daggers 4 times. Thats 22 net energy you gained after 4 FREE castings of Stone Staggers, not to mention a TON of health. They just need to increase the duration by a second (which becomes 2 seconds total when figuring in +20% enchant mod) to account for possibly being interrupted or whatever else.
Ahhh...I remember the early days when it had a 10 sec duration. It was by FAR the most popular elite in the game. (other than the ones that came in the pre-builds)

Withdraw Hexes.
No self respecting monk would bother using this skill as hex removal because of:
1. It's 15 energy cost <--energy suicide
2. It's Conditional Recharge
Expel Hexes is a much better choice.

Wither is OK, and Shockwave could be worse. The rest are tripe though.

Shockwave is nice on a warder. One of the better ele elites imo.

Actually if you have a warrior attacing you he'll own you because you need to spend 10e every 7 secs. xD
To all the keystone haters, I once ran a Me/Mo holy wrath build with holy wrath and 7 signets and it really worked in that build. Ok who am I kidding Keystone blows.

Spoil victor is an awsome skill to use on monks
famine is an awesome skill to use in uw (r/me and 55, r/me uses sv and av = dead monsters really fast)
fevered dreams is nice, i made a gvg build once that was condition heavy.. its in-the area description means its the size of a well or ward..
BTW, for all you primal rage haters... doesnt matter that hammer is so slow, if u get off a hit during a heal sig or somthing you can EASILY do upwards of 200 dmg per, most i ever hit was a hammer war using Signet of Strength, JI, IWAY, Warriors Cunning and Primal Rage. use all before you go in to attack.. found a noob IW mesm in RA using frenzy and I one hit killed him with 460 damage..
worst would have to be
i dunno..
keystone signet

No, they still suck with the new update.
But ago ahead and try spamming those EXHAUSTION spells at me. I'll just laugh and kill you when every cast past the first or second is doing barely any damage and not causing any conditions.

The point is not spamming them. Those are struck medium dmg 1 sec cast spells with after effect that can be combined with a deadly comb. Incedentary bonds + fireball + mind burn on non ele spellcaster? They will hit almost the same time.
Some Aoe + Mind Freeze + ice spikes or sth similar after?
Anyway I don't see those comming in gvg anytime soon :P, but for AB, TA and even CA they can bring interesting happenings.
Anyway Draw Hexes beats the crap out of Spoil Victor for this topic :P
