I like running this skill on the infuser/spiker in a 6-spiker bloodspike. Nice self heal and there's usually someone next to you. Absolutely no other use for this skill.
I wouldn't say quite awful, but definately not elite.

Yep, Spoil Victor is a very terrible elite, but my vote is goes to Spirit Light Weapon.

Also, for yesitsrob, half of the skills you listed work in some powerful builds, just because someone won't take Whirling Axe over Eviscerate doesn't make it one of the worst elites in the game.

LOL Quivering Blade has the same damage as Silverwing Slash, Galrath Slash, or Dragon Slash even. ON TOP of this it is TWICE as spammable, you can put up a lot of dps using this skill with other sword attacks.

Wither, one of the best Necro elites IN EXISTANCE. If you stack Wither and Maliase on a monk, you can give him 0 or - energy regeneration, crippling him, and you can give sizable degen when combined with other hexes.

until the monk swaps weapons that is hitting 0 en and removing them with very little effort

I second on quivering being an awesome elite. It deals good damage, is cheap in adrenaline and the dazed condition is great to plague off. The fact that quivering blade only cost 4 means you can spam it to charge other elites. Currently I have a nasty shivers warrior that uses quivering blade in a spam to charge Sun and Moon slash, which cuts through defenses and still allows me to shiver slash an enemy, then in turn quivering is recharged by SnM then spamming quivering recharges SnM..... think about it, a warrior with an unblockable attack 44 energy with spinal shivers and a cold weapon ALSO with a spammable galrath slash, ability to daze and interrupt on every hit. Im a monk's worst nightmare.

Primal Rage. I thought Shove was bad because you lose all adrenaline and all non-attack skills get blacked out, but Primal Rage disabling ALL skills for 10 seconds AND it's a stance? So no IAS, no speed boost? Kiting > your elite slot.

My vote goes to one of the numerous ritualist and assassin elites I can't remember, because they're so completely unused I've never heard of or seen them since capping.

It is in expertise.... to make it good you need high expertise... but then if you HAVE high expertise then it isn't useful...... The skill needs to be moved to Marksmanship or something... its pathetic where it is
