Dslash is around 70 DPSish. Moebius - DB is around 90 DPS, not counting the AoE splash damage, as well as the more frequent hits, and not factoring in armor.
Strength is horrible for damage....

Warriors > Sins, because Sins need buffs or they die.
Plus, if a Sin gets blocked/dodged/misses, gg entire bar. Warriors can also offer up PARTY support with Save Yourselves, and whatever else you want to throw on.
Use a sin if you want to die lots.

Best damage? Or most consistent?
Best damage would go to a N. Multiple SSed enemies grouped together and attacking fast = $_$
Most consistent? I'd have to go with W and A. W and A can dish out damage in nearly any situation. Unlike an E or a D, they don't need bunched up enemies for huge damage. Unlike a N or a Me, they don't require enemy action to determine damage. Unlike a P or a R, you can't miss because the enemy moved (since arrows and spears don't have homing capabilities).
This is based on general play without counter builds in mind. Meaning not counting dodge stances, blind conditions, daze conditions, slowed down spell cast times, etc. If you take those into consideration... then it's next to impossible to say.
Who deals more daamge? A blind W hacking away an enemy who is dodging with no way to counter these? Or a dazed caster who is constantly being interrupted? >_>

for hm anything that does armor ignoring damage ,and altho if i hate to admit it yes Ursan is probably the most consistent dmg dealer in hm (could be wrong tho),played around with discord and a 100+dmg spamable is quite nice to

Physicals, in short.
assassins (DB/MS spammers), warrs (DSlash godmode) or dervs (WS or just... the tree) all deal more damage than eles can ever hope to (+dmg is armour-ignoring, therefore not crap vs PvE enemies); alonsgside being able to be buffed out the wazzoo with support +dmg skills.
[[splinter weapon], [[barbs], and [[mark of pain] make even the dumbest wammo a better damage-dealer than any ele.
Sad, but true.

The long and short of it is... it depends. My girlfriend and I usually vanq with 2 Ursan (her and me), a Double Attuned fire ele, Sandstorm/Warder, MM, BiP/Prot nec with extinguish (rethinking this one), and a WoH monk and a HB Monk.
Are you talking about your ele, specifically? If you are fighting destroyers, Water is nice - Ether Renewa, Water Attunement, Malestrom, Ice Spikes, and Deep Freeze combined with Alchemic Acid, Snowstorm, Great Dwarf Armor can chew through them pretty fast.
As far as raw, spammable damage is concerned, Echo SS necs still take the cake imo. Give them Enfeebling Blood for some defense, and have a MM with Discord... pwnage.
HM requires a balance of offense and defense if you are running H/H. Keep that in mind.

Asking for the most consistent damage dealer makes no sense. It's like asking for the "best" dervish build.
