If this counts for monster skills as well then the skill "Knock" that Rurik uses in the Ruins of Surmia (I think) mission. 1200 second activation time just to open a damn door. And if you do wait for the horribly long activation time you realize it's just an excuse for the door not opening, therefore forcing you to kill the Charr.

I think Peace and Harmony is useless skill. Its absolutely pointless.

actualy burning speed with frigid armour makes an ele runner 45% faster.
and there is no other skill in the game that speeds you up that much.
could be usefulll in relic runs in halls... or a flag runner in gvg.

[Winter] is actually usable now thats to the May 1 update. About time, the bug has been there for ages.

You're wrong. Speed boosts don't stack over 33%.

Not only that, but having to stop to cast it takes ~1 second off the time you're running, every 5 seconds.

this isnt the worst elite in the game but rather worst regular skill in the game I think so here it goes:

Warrior- Protector's Defense
Ranger- Revive Animal
Monk- Supportive Spirit
Necromancer- Poisoned Heart
Mesmer- Symbolic Posture
Elementalist- Swirling Aura
Assassin- Spirit Walk
Ritualist- Doom
Paragon- Angelic Protection
Dervish- Extend Enchantment

P.S I didnt even know some of these skills existed

Frigid armor is there to make you not burn from what I understand, and burning speed would bypass the limit by itself anyway.

I'm not sure whether it's worth it but it can work

make it ligit:
I'd say the axe adrenaline attack that makes you crit without any other benefit.I can't think of one way to make it decent.
