I hope my sarcasm detector is broken, but I'm gonna act like it isn't.
It's bad because:
You need to completely spec into another attribute (a somewhat subpar one at that) to get the most out of it. It also only lasts once. It's also a waste of an elite for a monk when there are much better ones such as Zealous Benediction, Word of Healing, Divert Hexes, Restore Condition, etc. A much more effective, non-elite version can be found under Protection Prayers: [skill]Aura of Stability[/skill].
If it's so viable, why do no monks run it?

They do... I've seen it in action and it just stops many builds based on knockdowns.
I never used it myself cause I prefer ZB but It is a good skill, and it's fun to see shove war knock himself down.

it's a quick snare that works on runners, but it doesn't have any use outside of AB, since even monks who kite stop to cast a quick prot. spell before five seconds.

PnH is weak, however the idea is fine. There are just better skills available
BP isn't that bad, most of the time you would prefer an healing/prot elite, however the fact that it can stop spikes with such low investment is worth noting.
Would say Archer's Signet is bad. Concept is bad, you need alot of expertise to make it worthwhile, however with high expertise you can already spam your skills, while being a bit thoughtful on spamming the elite. However that slot is already taken.
and of course Augury of death is bad, if it wasn't abused by something it wasn't meant for

Its inferior in almost everyway to AP and it should basically never be used ever. Unless your running 2 Rangers running similar builds, one with AP one with BA, why you would want to, I don't know but hey.

Swirling aura. When i eventually found out it existed i had to read it a few times thinking i missed somthing. xD
I mean come on, it only blokcs projectiles, it costs 10 energy, it lasts less than half the cool down. 100% shatter bait.
