Because a bunch of people are doing it at once. One guy running Ursan on a team won't accomplish much more than they would with anything else...
I suppose you can call it the ultimate PUG-encouraging skill, which may be another reason Anet leaves it alone (since they go to great lengths to encourage that sort of thing, like refusing to let us use a full hero team)...
