to start i'd go E/me, and then swich to necromancer later on in the game when you get nicer spells to compliment your elementalistyness. Earlygame however E/Me has to take the cake.

Water magic not dealing damage?

Don't make me laugh. Anyway, the myriad of cold damage spells you have combine well with things like [shivers of dread] and [spinal shivers]. That's not really the best combo out there, but it works. Since many water skills are hexes, you can use [soul barbs] to deal extra damage when casting stuff like [deep freeze].

The only way Elementalists can appear to deal more damage than warriors is because they can stack AoE better (so you see more numbers), and for PvE, it's all about the AoE. If you hit the HCT mods on a weapon you can pump out a couple of high-damage AoEs very quickly and descimate a mob quite quick. On the other hand, if you have a human Rit (or anyone capable of casting Splinter Weapon) and Warrior in your party, or are willing to micro the use of certain skills on those heroes, it is possible to achieve better results. This does rely on having the warrior make sure that the foes surround him, rather than run off to the backline, to ensure that Splinter Weapon is triggered as much as possible.
Let's not forget here that warriors can also be buffed by orders from Necromancers, and also chants from Paragons, which further increases their damage output. Spell damage from Elementalists can't really be increased outside of using Ebon Battle Standard of Honor or forcing the attributes up with Glyph of Elemental Power and the like.
It can be difficult to understand why and how a Warrior can do a "wtfpwnz" level of damage unless you've played one (properly), especially if you primarily play Ele who maybe only takes a Warrior hero or hench now and then. Warrior AI really don't use attack skills as often as they can, or at the right time, so you get a very distorted view of the class. Warriors synergise very well with Necromancers, Ritualists and Paragons to cause a great deal of mayhem. Let's also not forget that +damage from skills, and the damage from Splinter Weapon is all untyped, which means it ignores armor, which definitely gives them the "edge" in higher level areas.
Elementalists are very adept at party support and condition spamming however. They can easily power skills from other professions as well as dealing an acceptable amount of damage at the same time (see: Mind Blast builds). Don't forget to also take into account cast times. A lot of Ele spells have cast times of 2-3 seconds for some of the more powerful AoE spells. In that time, a warrior has bashed his foe in the face several times and has generated enough adrenaline to lay down a nice spike.
