Monk: WoH
Ranger: Burning Arrow
Mesmer: No idea
Ele: Mind blast best utillity
Necro: SS
Sin: SF tons of farming options
Rit: Not sure
Para: Focused Anger
Derv:Wounding strike
These are all off the top of my head. Each profession has many elites that are great in diffrent situations.

Like others have said though - it depends on what you are doing and where.

You would have to divide it into PvE and PvP, then into farming and normal play, HA, GvG, RA, AB, TA, and HB. Even then it's really not enough because in PvE a skill like Restore Conditions, while awesome, may be terrible in any given PvE situation because there may not be any conditions. There are far too many variables to consider when dubbing the best of something.

Ele - Hard one, Ether renewal is a good candidate
Necro - SS
Sin - Moebious strike (SF for farming)
Rit - I have to go with Offering of Spirits
Para - Focused Anger for obvious reasons, other than that Cruel Spear,Stunning Strike

Mes - Soomany different ones,VoR in its current state is the most used..but no true best.
Sin - dont play them in pvp,simple as that.
War - Eviscerate
Derv - Wstrike
Ranger - Depends
Para - not really a pvp prof,Cruel Spear/DA i guess
Rit - Offering of Spirit
Nec - Corrupt Enchantments/Wail of Doom,depending on what your doing.

(well to a degree...i'd break it down by attribute line rather than class)
but theres a reason y most monk bars contain woh
(aside from being teh default unlocked pvp monk elite...and being teh easiest to cap pve monk elite)
while there may not always be a "god tier" in each attribute line
there is high tier, mid tier, and low tier
i wish this wasnt so...
but of course perfect balance is very difficult to achieve

Man, quit picking on Storm, your favorite elites can be anything that you enjoy playing.
Amnity / pacifism is epic lulz in RA. His other choices can also be fun on the correct skill bars.
