Warrior: Primal Rage. 'Cus good elites mean you can't use your other 7 skills.
Ranger: Quicksand. Affects you and your teammates as well. Ugh.
Ele: Stone Sheath. Unless everyone in your party has Mantra of Earth, a wasted elite.
Monk: Amity. Sucks worse then it's non-elite counterpart.
Necro: Cultist's Fervor. Necros will only ever need SoLS for E-management, and killing yourself by casting spells won't change that.
Mesmer: Keystone Signet. Bleh.
Sin: Wastrel's Collapse. I'd say it needs an update, but it's probably beyond that. A skill so bad it can't be saved.
Rit: Consume Soul. Hardly worth explaining.
Derv: Avatar of Grenth: Hard to make good without unbalancing, as we have seen. I just wish it actually made you deal cold damage.
Para: "It's Just A Flesh Wound!". Overshadowed almost entirely by SoP.

Warrior - Shove. We've got a Non-Elite called "You Move Like A Dwarf", and it's ranged AND it cripples.
Ranger - Quick Shot. Only usable if you don't like waiting half a sec for a normal attack.
Monk - Balthazars Pendulum. It's just a waste.
Nec - Needs a nerf, everything is good.
Mesmer - Keystone Siggy. Everything else is pretty good aswell.
Ele - Water Trident. IMHO, it's lame. Should have it hit 3 times or smth.
Assassin - Aura of Displacement/Shadow Meld. Fancy descriptions, poor effects.
Rit - Signet of Spirits. Offering of Spirit gives you the exact same effect, with a faster cast and 5 sec faster recharge.
Dervish - Everything is nice.
Paragon - "The Power Is Yours!". I would have gone with "It's just a flesh wound", but that has the most Epic description ever:"If you are under the effects of a Deep Wound this skill fails."

You're right about it owning, but you're wrong about using a 40/40 set and watching shit get owned. The consiquences of its use are extremely heavy; shutting down your entire bar should be saved for a select few of skills, for example, Guardian, Song of Concentration, Defensive Anthem, RC, Heal Party etc... Some of which, however, should be interrupted by other means, such as Power Leak.

water trident = lame?? lol its like elite bull's strike with 3 secs recharge (although dodge-able), and it was in the HA meta for a while

Warrior: Primal Rage - need i say more?
Ranger: most ranger elites are good/fine tbh, if i have to pick 1 i'd say Archer's Signet
Monk: Healing Hands, lulz wammos
Mesmer: Crippling Anguish, there are way better snares out there
Ele: since the most useless ele elites got buffed recently, i'd say Second Wind
Necro: Order of Undeath
Sin: Watrel's Collapse
Rit: hmmmm
Derv: Avatar of Balthazar, over abused by PvE noobs
Para: "The Power Is Yours!", 1 energy regen over 3 seconds = 1 energy gained per use
