This could be overpowering...

As it stands right now, it says theres no cap on the damage... so theoretically, you be a W/Me and take 7 signets, and that skill and have +70 dmg on each hit... I wonder if that will be changed

A build with 7 signets would suck.
Find me a build that's any good AND uses multiple signets, and come back.
Best I've got so far is Signet of Malice and Heal Sig, leaving it a really weak attack.

When I'm Hero-Henching with my Monk.... I tend to go with a Mo/Me Signet-Smiter build consisting primarily of signets... including:
[skill]Signet of Judgment[/skill][skill]Signet of Rage[/skill][skill]Bane Signet[/skill][skill]Leech Signet[/skill][skill]Signet of Devotion[/skill]
... And of course [skill]Mantra of Inscriptions[/skill]
It works better than you apparently give it credit for.
Not only that but you're forgetting the caster Assassin with [skill]Signet of Shadows[/skill] and [skill]Signet of Toxic Shock[/skill].
Basically... Symbolic Strike could be a wet dream for Smiting Wammos.

If a warrior has 3 signets ( Heal sig/Sig of malice or Pious sig/Sig of restraint + Rez sig ) it'll be +30 damage/4 adrenaline, considering the most non elite warrior attack skills need at least 6 adrenaline to do +40 bonus damage, thats not a completely useless skill, but would be good if they made the conditional +15 or +20 and added a cap of 40 damage. As it is I dont see it being used that much in pvp.

12+1+3 axe
10+1 str
8+1 tac
Triple chop
Symbolic strike
Dismember
Dolyak signet
Healing signet
Remedy signet
Signet of strength
Rez signet
You know you wanna run that in PvE
Triple chop is one of the more effective skills in PvE DPS (along with dragon slash), dismember+symbolic strike gives a nice spike on monsters with more health (i.e. bosses, etc.). Dolyak signet helps you tank better if you don't have other retarded wammos running around stealing aggro. Healing signet is a nice heal, remedy signet (could be switched out for sig malice or purge sig) helps relieve some pressure off monks. I'm debating between signet of strength and tiger stance for the last skill, and I'm not sure which one would result in higher overall DPS (both in a prolonged battle and in short battle spurts).
But yes, the skill fails in general
