Does the Signet of Capture work on any boss monster?

Also, do certain boss monsters give certain elite skills, or is it always random?

If so, what boss monsters give good ranger skills (such as Barrage)?

Certain boss monsters give certain elites.

But what are some good elite skills for a R/E like me?

Hmm, well..
[skill]Quick Shot[/skill]
and
[skill]Barrage[/skill]
Combine pretty well with a Conjure spell(Assuming you want to use your secondary's skills).

Couple other elites such as
[skill]Burning Arrow[/skill],[skill]Crippling Shot[/skill], and [skill]Poison Arrow[/skill] are pretty good with just Ranger skills(Or R/Mo for condition removal).

Also, [skill]Broad Head Arrow[/skill], which is great for shutting down nasty caster bosses...
