Basically, it comes down to this - Eviscerate concentrates a heck of a lot of damage into a spike, Cleave allows higher DPS.
However... if you wanted to run DPS, you'd be Dragon Slashing, so... Eviscerate all the way.
Btw... The real question should be Triple Chop or Eviscerate - AoE damage for areas with larger mobs, places with Afflicted and the like; or a powerful single foe killer.

Triple chop is the king of PvE axe. Eviscerate often isn't worth it, and cleave is barely better than eviscerate in PvE.

For Triple Chop you'd need to to get a Zealous Axe. Go sell your useless Sundering Axe and go get a Zealous and Vamp one. That is, if you want to maximize your efficiency. If you don't mind being inferior then by all means stick with what you have.

Then the rest is up to you really. Whirling Attack, Agonizing Chop, Healing Signet, some condition removal, some PvE skill, whatever you want.

Strength: 9+1
Tactics: 9+1
Axe Masstery: 12+2
[skill]triple chop[/skill]
[skill]dismember[/skill]
[skill]executioner's strike[/skill]
[skill]bull's strike[/skill]
[skill]"Watch Yourself!"[/skill]
[skill]enraging charge[/skill]
[skill]flail[/skill]
[skill]resurrection signet[/skill]
Bull's strike may sound a little clunky, but hard mode and enemies with double run speed made me take it, I happen to use it a LOT.
